Compliance officer denies he approved Cincinnati's violations

CINCINNATI (AP) - A former compliance officer at the University of Cincinnati says he never gave approval for the NCAA rules violations that occurred in coach Bob Huggins' basketball program.

Assistant coach John Loyer told The Cincinnati Post that the university's compliance office approved of the way he handled point guard Charles Williams' academic matters.

However, the former head of compliance disputed Loyer's allegations, saying the basketball coaches spoke to him only in generalities. Vince Ille said he never gave approval for the violations committed in order to get Williams academically eligible to play.

''Bob Huggins called the compliance office during the summer of 1996 to ask if it was permissible for a prospect to take summer courses at UC to meet graduation requirements back at his junior college.''

The NCAA has sent the university a notice of inquiry alleging there was a lack of institutional control over Huggins' program. The letter also accuses Loyer of purposely breaking NCAA rules.

The university has admitted that Loyer improperly arranged for Williams to take a math class one-on-one with a professor and gave him other academic assistance that was not permitted under NCAA rules.

Through his attorney, Loyer has denied any wrongdoing. His interview with the Post is the only one he has given since he was put on paid leave of absence last year.

Huggins also is declining comment at the urging of athletics director Bob Goin until the university compiles its response to the NCAA's allegations, which could result in the men's basketball team being banned from postseason play and losing scholarships.
